I would think that you were allergic to aldehydes which are used in carpets, particle board and MDF. I doubt that you would be allergic to standard carpenter's glue or white glue which, if they are not still made this way, are made of milk.

A bookcase can be made using fasteners (screws, nails, etc) with no glue used at all, but the slightest movement o fit can loosen the fastners just enough to get it to shake and then, over time, it will self destruct.

Cost would vary as per the wood. While pine or fur might be the least expensive, it is not by any means the strongest. Oak, maple, cherry and birch would be stronger woods. The least expensive way to make this book case, would be to get the brackets and attach them to the wall and then get wood shelves to lay over them. Wood is not the only expensive item, labor is out of sight.

I'm assuming it would be unstained wood, due to your sensitivity, which would reduce the cost. My estimation is that you could get one for $125 or less if you had someone make it for you, assuming it doesn't have to be exquisite. You may want to post on craigslist that you are looking for someone to make one like that. You may find a good carpenter that way.

First it would depend on what kind of wood you wished to have it constructed out of. Different woods have varied colors. The cheapest would probably be pine depending on where you live. Teak would cost about 10 times more.
To keep it from tilting to the left or right, usually a back is required. This usually; because of its size (36 x 81), would be a man made material which you would react to. So the back would be corner braced with no back, or the back would be of solid wood boards edge to edge. (Which would up the cost.) Plan on labor to be about four working hours (probably about $20 per hour) and wood ranging about $1.25 to $12.00 a board foot. (a board foot is 12x12x1 or 144 cu. in.) Consider all this type of projects to be 1 inch thick, and corner braced the cheapest to construct.
